This Toolkit and accompanying guidance has been devised by the IOPC for use by complaint handlers and investigators within Professional Standards Departments to assist them when handling or investigating complaints about police officers. 

The documents will guide and prompt complaint handlers through the police complaints process and are designed to achieve best practice and greater consistency across all police forces.
