Investigation into police contact prior to a fatal collision - Leicestershire Police, April 2023

Investigation

In April 2023, a Leicestershire Police officer came across a motorcycle which they requested to stop. The motorcycle failed to stop and accelerated away from the police car.  A short time later the motorcycle lost control, the rider was thrown from the vehicle and collided with some street furniture. The rider of the motorcycle was given medical attention at the scene but sustained fatal injuries and was pronounced deceased a short time later in hospital.

Our investigators collected evidence including council CCTV footage, airwave radio transmissions and body worn video footage. Accounts were provided by officers involved in the incident.

During the investigation, there was no indication any police officers may have behaved in a manner that would justify the binging of disciplinary proceedings or committed a criminal offence.

We carefully considered whether there were any learning opportunities arising from the investigation. We make learning recommendations to improve policing and public confidence in the police complaints system, and prevent a recurrence of similar incidents.

In this case, the investigation has not identified any learning.
