Investigation overview

Our investigation into messages exchanged between PC Robert Whitehead and a vulnerable woman followed a referral from Greater Manchester Police in November 2022.

Outcome

Our investigation concluded in May 2023. PC Whitehead faced an accelerated misconduct hearing in September 2023, when he was dismissed without notice and added to the College of Policing's Barred List.
