GMP - officer's relationship with a victim of crime

We independently investigated a GMP officer's contact with a woman he met in the course of his duties. Following a referral from Greater Manchester Police, raising concerns about the nature of their relationship, we began the investigation in September 2019. In December 2019, we received a referral of a complaint regarding the actions of the officer.

On conclusion of the investigation in September 2020, we referred a file of evidence to the Crown Prosecution Service, which did not authorise charges against the officer. We also found he had a case to answer for gross misconduct. A misconduct hearing took place in July 2023, where he was given a final written warning by the independently-chaired panel.
