Investigation into the death of a man - Norfolk Constabulary, June 2022

In June 2022, Norfolk Constabulary arrested a man for an offence of Affray in his home address. While in custody the detained man became unwell and died. 

During our investigation, we obtained statements from all of the police officers and police staff involved in the arrest and detention of the man. Body worn video and custody CCTV was also secured. We obtained expert medical opinion regarding the man’s care whilst in custody. 

Our investigation concluded in June 2023.

We concluded there was no indication that a person serving with the police may have committed a criminal offence or behaved in a manner justifying the bringing of disciplinary proceedings. 

We carefully considered whether there were any learning opportunities arising from the investigation. We make learning recommendations to improve policing and public confidence in the police complaints system and prevent a recurrence of similar incidents. 

In this case, the investigation has not identified any learning.
