Investigation into police involvement with a fatal road traffic collision - Essex Police, September 2023

In September 2023, two Essex Police officers were driving a marked police car along the A120, responding to an emergency incident with activated blue lights and sirens.

A man was travelling on a motorcycle ahead of the police car. A Mercedes car ahead of the motorcyclist appeared to slow down and indicate right to turn into a junction before pulling into the nearside of the road. The motorcyclist collided with the rear offside of the Mercedes and was thrown from his motorcycle, landing in the opposite carriageway. He was then struck by an oncoming car.

Officers and emergency services provided first aid to the man, however he was pronounced dead at the scene.

Our investigation concluded in November 2023 but we waited for the inquest to conclude before publishing our findings.

We concluded no person serving with a police service behaved in a way that would justify disciplinary or criminal proceedings.

We carefully considered whether there were any learning opportunities arising from the investigation. We make learning recommendations to improve policing and public confidence in the police complaints system, and prevent a recurrence of similar incidents. 

In this case, the investigation has not identified any learning.
