Investigation into police contact with man - Humberside Police, December 2022

In December 2022, Humberside Police were called to a multi occupancy property in Grimsby following the discovery of a dead woman in a hallway. The hallway of the address was designated as a possible crime scene and enquiries continued throughout the night. An occupant of the property spoke with officers shortly before and after 10pm. An officer made an attempt to speak with the occupant at 11.30pm but was unable to rouse him. The same officer made a further attempt to rouse the occupant at 5.30am but was unable to do so. The occupant was discovered seriously ill on the floor of his room the next day by two officers conducting enquiries. The officers performed CPR and called an ambulance.

Investigators examined police Body  Worn Video, obtained statements from a number of officers and interviewed two police officers under misconduct caution.

We concluded our investigation in April 2023 and found that two officers had no case to answer for misconduct but determined that they should be referred to the Reflective Practice Review Process (RPRP). RPRP is not a disciplinary outcome but a formalised process set out in the Police (Conduct) Regulations 2020. It is used when it is considered more appropriate to address one-off issues or instances where a need for learning has been identified. 

We shared our report with Humberside Police who, agreed with our findings.

We carefully considered whether there were any learning opportunities arising from the investigation. We make learning recommendations to improve policing and public confidence in the police complaints system and prevent a recurrence of similar incidents. In this case, the investigation has not identified any learning.
