Complaint into an arrest of a man and use of force - Greater Manchester Police, August 2022

Investigation

On 20 August 2022, officers were asked to assist a woman who believed a man was following her in the street. The man was abusive towards the officers and refused to move out of the road. He was subsequently arrested for breach of the peace. He was further arrested for assaulting a police officer when he kicked an officer and resisted arrest, requiring numerous officers to assist. 

The man made a complaint that the force used against him was excessive and caused a pre-existing condition to become symptomatic.

We reviewed body worn video footage and witness statements were taken. The officers’ actions were analysed in accordance with relevant policy and legislation. 

There was no indication any officer had committed a criminal offence or behaved in a manner that justified the bringing of disciplinary proceedings. The complaint was not upheld.

Our investigation concluded in October 2023.

We carefully considered whether there were any learning opportunities arising from the investigation. We make learning recommendations to improve policing and public confidence in the police complaints system, and prevent a recurrence of similar incidents. 

In this case, the investigation has not identified any learning.
