Investigation overview

Our investigation into an allegation a Cumbria Constabulary officer had abused his position for a sexual purpose followed a referral from the force in August 2021.

It was alleged PC David Henley formed an inappropriate relationship with a woman he met in the course of his duties, and lied to cover it up.

Outcome

Our investigation concluded in July 2022. We found PC Henley, who had since left the force, had a case to answer for gross misconduct.

A misconduct hearing was arranged by Cumbria Constabulary and took place in December 2023. the independently-chaired panel found the case against him proven and he would have been dismissed if he were still serving.
