Allegations of returning drugs to suspected users - Avon and Somerset Police

Investigation

Read information here about our investigation into allegations that an Avon and Somerset Police officer gave drugs back to suspected users in exchange for information about drug dealers in North Somerset. Our investigation began in October 2020, after concerns were raised by fellow officers about PC Jonathan Biggins' conduct. The officer resigned in 2021. When we completed our investigation, we found the officer had a case to answer for gross misconduct. At a hearing overseen by an independent, legally qualified chair in May 2023 the panel determined he would have been dismissed if he had still been serving.
