Investigation into the nature of contact between an officer and a member of the public - Greater Manchester Police, February 2020.

In February 2020 a Greater Manchester Police officer attended Salford Royal Hospital regarding a matter unrelated to this investigation and had a conversation with a nurse at the hospital who disclosed that they had received messages from another GMP officer via Instagram, which included sexually explicit content about the officer.

The first GMP officer reported this, whilst at the hospital, to her superiors one of whom spoke to the nurse who stated that, having spoken to the officer once at the hospital whilst they were both on duty, the officer befriended the nurse on Snapchat and Instagram and began to send messages containing sexually suggestive content. The nurse blocked the officer on social media due to the messages causing problems in their relationship with their partner.

The nurse also disclosed that the officer claimed to be aware the nurse had slept with another officer from GMP and insinuated the encounter had been filmed.

The GMP referred the matter to us as a conduct matter and we began an independent investigation. We took statements from the officers to whom the complainant first made their complaint. We were unable to obtain a statement from the complainant. An account was taken from the officer in question and they denied all allegations.

We found no evidence to indicate that any police officer or member of staff may have acted in a manner which would justify disciplinary action.

We identified potential learning regarding training for officers.
