Greater Manchester Police officer dismissed without notice following accelerated misconduct hearing
A Greater Manchester police constable who made a racist and discriminatory comment about another colleague has been dismissed without notice.
PC Scott Dixon faced an accelerated misconduct hearing on Thursday 27 February following an Independent Office for Police Conduct (IOPC) investigation.
The hearing heard that PC Dixon had been working a night shift when a discussion took place between on duty officers on the morning of 28 June 2024 about comments that had been directed towards another colleague during a social night out with their team.
When recalling comments made by officers on the night out, PC Dixon responded in a police station by saying “oh I should stop calling her a golliwog then”.
We began an independent investigation following a conduct referral from GMP in July 2024.
In January 2025, we concluded there was sufficient evidence PC Dixon had breached the police standards of professional behaviour relating to authority, respect and courtesy; equality and diversity and discreditable conduct for this to be considered at a fast-track accelerated misconduct hearing. The force agreed and the accelerated misconduct hearing panel, chaired by a Chief Resources Officer, agreed with our findings and ruled gross misconduct was proven. The officer will now be placed on the barred list, preventing him from working in policing again.
IOPC Director Amanda Rowe said: “The racist and reprehensible comment made by PC Dixon is completely unacceptable and has no place in policing.
“PC Dixon ought to have known the expected standards of professional behaviour to uphold when he was a police officer, whether on or off duty.
“The decisive response from GMP in referring the case for independent scrutiny and acting to address the concerns raised sends a clear message about its stance on the issue. While our investigation was concluded within six months to ensure the officer faced a hearing today.
“This type of conduct can damage the public’s confidence in policing and risks lowering the police service’s reputation. It has rightly been decided that he has been dismissed without notice and will never wear police uniform again.”
